Remove use of "generic" MojoUnion::New() in PageState serialization. These methods have a generic-sounding name but actually create a union containing the first declared subtype. In general, this behavior is non-intuitive; in many cases, this behavior is also inefficient, since it allocates storage which may then be immediately deallocated. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
