Reland "Defer media load on background synced tab" PS3 contains the new code compare to the original CL. This is a reland of the https://chromium-review.googlesource.com/c/chromium/src/+/5632397. The original CL caused a crash due to the fact that WebViewObserver::GetWebView() , WebView:MainFrame(), RenderFrameImpl::FromWebFrame() could all return null in some cases. For tab groups, tabs loaded in the background should not autoplay media. This CL prevents that from happening. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
