Update //agents presubmits to support absolute imports Updates the PRESUBMIT.py files under //agents to set a PYTHONPATH when running unittests. This allows code to use absolute imports without having to modify PYTHONPATH directly. The switch to absolute imports will come in follow-up CLs in order to fix errors found by pytype while also better adhering to PEP8's guidelines. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
