Limit TRUN parsing size for fuzzers. We've danced around this issue for years, lets just clamp to a fixed size for the fuzzer and be done with it. UMA histograms show lots of variance, so there's real risk of a production regression with any limit and no real benefit to doing so. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
