[Bookmarks Bar] Disable show/hide animations for bar

This CL adds a parameter to the updateTopControlsHeight method in
TabbedRootUiCoordinator to allow callers of the method to force
animations to be disabled for the given update. We use this to disable
the animations when showing/hiding the bookmark bar.
