Create crash dump when a SchemefulSite is created with a funky URL. We believe issue 1157010 may be due to SchemefulSite creating non-canonical Origins, which Origin's Mojo logic refuses to deserialize when passed to the network process, resulting in rejected Mojo messages. This CL creates crash dumps when such SchemefulSites are created, so we can verify this is indeed what we're seeing in the browser process, before these values are passed over Mojo.
