Add metrics to track the user's interaction with the mandatory reauth opt-in bubble. This CL modifies the MandatoryReauthBubbleControllerImpl such that it tracks when the user is shown the opt-in bubble and the type of interaction the user ultimately has with the opt-in bubble. These metrics, along with the metrics that will be added for the confirmation view can be utilized to determine the effectiveness of the feature. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
