Add a `translate_genders` GN arg and start making build work with gender translations. This causes GRIT to be invoked with the "--translate-genders" flag when appropriate. Chrome as a whole doesn't built when `translate_genders=true` yet, but `autoninja -C out/Debug components/strings:components_strings_grd` succeeds, which seems like a decent starting place. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
