media/gpu/vaapi: Introduce ScopedVABuffer and use for encoding and Vpp VaapiWrapper owns VABufferIDs of the VA buffers that are used outside of VaapiWrapper. This CL moves the ownership out of VaapiWrapper. The VA Buffers are owned by ScopedVABuffer in order to prevent the buffer leakage. Ths ScopedVABuffer will be used for other VABufferIDs later. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
