sql: Fix overly optimistic assumption in Fuchsia's VFS wrapper. Fuchsia's VFS wrapper assumes that xUnlock() will never be called with SQLITE_LOCK_SHARED after it was called with SQLITE_LOCK_NONE. This assumption turns out to be false. This CL uses the same assumption as our VFS implementation used for sandboxing the Storage Service utility process and renderer processes (for WebSQL). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
