Revert "Update windows SDK version to 10.0.26100.1742" This reverts commit 0f6eaa58754c77ca47c6550555cd34effceee8b1. Reason for revert: Probably causing crashes on very old systems: b/374162585 Original change's description: > Update windows SDK version to 10.0.26100.1742 > > This CL updates our packaged toolchain from SDK version 10.0.22612 to > 10.0.26100. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
