[dPWA] Connect link capturing IPH to link captured app launches

This CL connects the link capturing IPH bubble configured in a past CL
to show up whenever an app is launched by a link capturing flow and set
to capture links by default. The app can be launched either from:
1. Clicking the intent chip in the omnibox.
2. Launching the app by clicking on a link.

The feature configuration for the IPH has also been modified to always
allow show the bubble, as guardrails for that will be implemented inside
the web_applications/ system.
