Remove CommitToActiveTreeLayerTreeSettings(). This function (in //cc/test/layer_test_common) appears to be unused. Insofar as we want to remove code using layer trees from CC, there is hopefully no need to *start* using this routine for new tests, so we might as well remove it and make doing so a bit harder. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
