Remove statefulness of SupervisedUserCapabilitiesObserver. Because the observers are being added at different stages of the app lifecycle there may be inconsistencies in the handling of capability updates depending on these differences. To keep this interface simple, remove state and notify all observers equally when there is a change to the account. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
