[Clank Startup Metrics] Reworking Clank Cold Start Guardrail Metric Implementing TimeToFirstVisibleContent3 and enabling the removal of code for the v2 metric. The new metric is calculated as follows: TimeToFirstVisibleContent3 = min(Startup.Android.Cold.TimeToFirstNavigationCommit3.Tabbed, Browser.PaintPreview.TabbedPlayer.TimeToFirstBitmap). Renamed Startup.Android.Experimental.FirstContentfulPaint.Tabbed.ColdStartTracker to Startup.Android.Cold.TimeToFirstContentfulPaint3.Tabbed. There is no v2 for it, but there's no need for the names to overlap in stable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
