Count in-flight StreamAttempts as active streams We should consider in-flight StreamAttempts as active streams since we should limit the maximum number of sockets based on conntected and connecting ones. This CL also adds per-pool connecting stream count as a preparation for adding the per-pool limit. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
