[WebAuthn] Move ambient bubble out of content area The ambient sign-in bubble is currently entirely in the content area, but there is a preference to display have it show up like a normal bubble, overlapping browser top chrome (i.e. above the 'line of death'). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
