[FPF] Adds basic browser test to run for Android. The new source file for FPF Android browser tests `chrome/browser/fingerprinting_protection/fingerprinting_protection_filter_android_browsertest.cc` is explicitly listed under the `android_browsertests` target to get Android testing coverage. `fingerprinting_protection_filter_browsertest.cc` is not running on Android as of now (this is the ultimate goal). In the interest of time and having some basic coverage as changes are made to the FPF component we have a separate set of test cases under the `android_browsertests` target. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
