Introduce ContextProviderCommandBuffer::CreateForRaster From ContextCreationAttribs we only need enable_gpu_raster and lose_context_when_out_of_memory. The latter isn't really used on the service side, but keeping it here until it's removed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
