[Signin][Android] Fix FRE tests that fail on automotive

Most of these tests concern sign-in and sync screens which have been
disabled for cars (see https://crrev.com/c/5342715), so these tests can
just be disabled now.

Note: Adding automotive to the trybots to validate the fix.
