wallpaper: small fix for google photos sync crash Receiving an incoming wallpaper sync for a google photos photo that was deleted from the user's google photos account can cause a race at login between loading current wallpaper from disk and checking with the google photos API if the photo is valid. current_wallpaper_ may be null right at login while the system is initializing. This is a small fix to mitigate risk for merge requests. A more complete fix that also strengthens behavior of multi account handling is introduced in a larger CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
