[Compose] Add new dialog UI behind ComposeUIRefinement flag https://screenshot.googleplex.com/3z9jAWeahhUFn9e Main substance of this change is to configure existing styles and add new elements to support the current look of the dialog when ComposeUIRefinements is disabled, and to support the new design otherwise. This is done by conditionally adding style rules and by conditionally hiding various elements.
