Navigation API: test that there are no events on initial load

See https://github.com/WICG/navigation-api/issues/31 and in particular
the concern about previous non-interop with popstate, which we want to
head off this time.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
