Switched blockfile dump to DLOG for a failed hash lookup This removes the dump when the blockfile cache fails to resolve a hash collision and changes it to a DLOG(WARNING) instead. The behavior in unchanged and it returns a failure in creating the entry (safe) and there aren't any plans to improve the blockfile cache. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
