Plumb viz::Gpu to oop video decoder service and mark extra validation oop video decoder service needs to access SharedImageInterface to upload decoded VideoFrame buffers instead of passing raw dmabufs. Such buffers need to be validated by the gpu process for security. Add `enable_extra_handles_validation` to denote a GpuChannel being established needs validation for sii. SharedImageStub will perform the validation step. Launch utility process with `allow_gpu` and `extra_handles_validation` options. RunOOPVideoDecoderFactoryProcessService is now running on utility main instead of io in order to access GpuChannelHost. This is 1/2 to migrate OOPVD process to use shared_image. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
