Plumb viz::Gpu to oop video decoder service and mark extra validation

oop video decoder service needs to access SharedImageInterface to upload
decoded VideoFrame buffers instead of passing raw dmabufs. Such buffers
need to be validated by the gpu process for security.

Add `enable_extra_handles_validation` to denote a GpuChannel being
established needs validation for sii. SharedImageStub will perform the
validation step. Launch utility process with `allow_gpu` and
`extra_handles_validation` options.

RunOOPVideoDecoderFactoryProcessService is now running on utility main
instead of io in order to access GpuChannelHost.

This is 1/2 to migrate OOPVD process to use shared_image.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
