Revert "Handle policy fetch error during force install/update."

This reverts commit 20270bf88e16a7ebd270702fe1c3d82d568b9257.

Reason for revert: http://crbug.com/399133255

Original change's description:
> Handle policy fetch error during force install/update.
>
> Roughly speaking, with this CL, all non-self-updates/installs are blocked if policies can't be obtained.
>
> Current implementation does not include a customized UI message for
> policy fetch error. Instead, it's just shows the generic update error
> (update fail to start) with extra code `kErrorPolicyFetchFailed`.
>
> This implementation relies on the assumption that a policy fetch
> is done before the policy value is queried.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
