[103] Invalidate when PendingLayer effect node changes. This is needed because, when the result of DecompositeEffect changes, it can change the effect node on the PendingLayer without changing the effect node on any of the paint chunks. Both added tests fail reliably without this change and pass with it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
