[M137][LanguageDetector] Consume user activation This change is a cherry-pick of crrev.com/c/6491262 Consumes user activation if the model hasn't finished downloading yet. The model is downloaded early on after chrome is launched and is fairly small so it is unlikely to trigger. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
