Do proper snapshotting in TextOverflowPostLayoutSnapshot We never used the snapshotted value in TextOverflowPostLayoutSnapshot during layout, which meant we could be out of sync for the stored value and the previous used value for forced layouts. That again lead to invalidation issues. Instead use the snapshotted value during layout. Also added some documentation to the class. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
