Clean up a call to set_utf8(). This is part of an effort to rewrite calls to utf8() and set_utf8() (in RE2::Options) as calls to encoding() and set_encoding(), respectively. utf8() and set_utf8() have been marked as the "legacy" interface since 2008, so it is long past time that we get rid of them. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
