Clean up pdf_viewer.ts closure tags Remove `expr=""` from pdf_viewer.ts in the closure tags. This makes the comment shorter, and if the preprocessor ever attempts to remove the comments, `expr=""` will not silently add an assignment to an `expr` variable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
