Fix field in lock/unlock proto

Changing the naming of the UNKNOWN field because the server can only have one of the enums in the reporting namespace be named like that and it was already taken up by the user added/removed events.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
