Avoid //build/rust => PartitionAlloc dep when not `build_with_chromium`.
Before this CL, //build/rust/std would unconditionally
1) `import("//base/allocator/partition_allocator/partition_alloc.gni")`
into `//build/rust/std/BUILD.gn`
2) depend on `PA_BUILDFLAG(USE_PARTITION_ALLOC_AS_MALLOC)` in
`//build/rust/std/remap_alloc.h`
After this CL the //build directory is more hermetic so that other
projects (webrtc, v8, angle) can make use of it.

Learn how to Get Around the Chromium Source Code Directory Structure.
For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
