Preloading: Plumb per URL UserAgentOverrideOption for Prerender2 Currently, //content preloading (unified prefetch cache) does not support WebContents-level User-Agent and Ch-Ua header overrides. This CL is the first step to implement this feature by adding a logic to plumb UserAgentOverrideOption, core data to decide if applying UA overrides or not, by: 1. Enable per URL decisions by adding an argument to `ShouldOverrideUserAgentForPrerender2()`. 2. Calling the Clank side, source of truth logic in `WebContentsDelegateAndroid`. The new feature flag `PreloadingRespectUserAgentOverride` is introduced by this CL. All upcoming changes will be behind this flag, and this flag will be enabled by default after whole fix are implemented. See the investigation doc [1] for the details of UA override data types. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
