[merge-103][segmentation] Add support for experimental subgroups Uses model score to select a subsegment for heuristic models. This allows the model to provide specific scores for users and that can be used to log synthetic field trials specific to those subsegment. The metadata must define an extra subsegment discrete mapping that maps model scores to subsegment enum. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
