Revert "wayland: inhibit kbd shortcuts only when in fullscreen" This reverts commit 9908ca9eb6eb19b761d8c4cce3ec372534fe0809. Reason for revert: This conceptually makes regression in Lacros. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
