Revert "Disable OOP-VD for LaCrOS for M115." This reverts commit 9e81e7ef745e2898280b956f5bd1c594dce7150c. Reason for revert: keep working on the feature on ToT. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
