Chain the flow of allowlist checking and walletable pass extraction

This CL connects the flow for detecting walletable passes on a web page,
from checking the allowlist to invoking the extraction model.

A new public method, `StartWalletablePassDetectionFlow`, is introduced
in the base `WalletablePassIngestionController`. This flow is triggered
from `DidFinishLoad` and performs the following steps in sequence:

1. Checks if the page's URL is on the Optimization Guide allowlist for
pass detection.

2. If the page is eligible, it fetches the annotated page content.

3. Once the content is available, it calls ExtractWalletablePass to
trigger the server-side model execution.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
