Make SocksClientSocket::host_resolver_ no longer dangle in tests. In particular, move the SocketClientSocket after the HostResolver in the SOCKSClientSocketTest test fixture, make tests that create their own HostResolver manually delete their sockets before their HostResolver falls out of scope and is destroyed. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
