Fix broken state of //third_party/android_deps/fetch_all.py

There appears to be a phantom dep on old protobuf runtime which is
tripping our artifacts without deps assertions. This stems from
accessibility-test-framework somehow. This cl manually adds a top level
dependency on the protobuf runtime but adds it to our excludes so we
don't actually pull it in.

Also fixes issue with missing play services descriptions.
