lacros: Use Chrome OS window sizing and placement logic Refactor WindowSizerChromeOS to eliminate its dependency on //chrome/browser/chromeos. Then link it into the lacros-chrome binary. The primary user-visible change is that new browser window are maximized on small displays, just like with chromeos-chrome. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
