Migrate chromium.android builders to set tests in starlark. This migrates non-cronet builders in chromium.android that do not use any matrix compound suites or suites that are intended to be kept in sync with a matrix compound suite. This also adds support for optional dimensions by handling converting the integer keys to string for the json representation. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
