printing: Support selection-only printing on Android

Android's system print dialog does not provide an option to choose
"selection only" printing. To support printing selected content on
Android, the printing stack must explicitly track when a print job is
initiated for a selection and retain that state across system print
dialog interactions.

This change adds a print_selection_only_ flag to PrintViewManagerBase
that is set when printing starts and reset when the print job is
released or fails. PrintingContextAndroid now stores the
selection-only request flag and applies set_selection_only() when
processing replies from the system dialog.

In addition, on Android the standard Print Spooler UI allows page range
selections on the extracted selection document. Thus page range choices
from the system dialog are retained for selection printing, and the
renderer DCHECK in PrintRenderFrameHelper is gated to non-Android platforms.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
