[iOS][Permissions] Refactor page info implementation This CL refactors the implementation of the page info permission section according to the infobar modal permission implementation: - the pageInfo and infobar consumer/delegate are merged. - the pageInfo mediator uses the consumer to communicate with the ViewController. - the pageInfo mediator observes the webState (permission changes). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
