Revert "Refactoring projector_annotation_tray" This reverts commit e6b70296afc971bc20c9f4e06a3021af7d8b0ea5. Reason for revert: Breaks right click to show the menu. I have a fix, but I'll revert this first. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
