[WPT] fix feature/privacy-policy-frame-policy-timing Seems like these have been disabled a lot of places, let's improve the test to resolve the issues. Given the issues are intermittent and timeout related, let's tighten up the order of operations and see if that helps. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
