[Android] Record maximum GLES version supported for non-ANGLE This CL adds a metric recording the maximum GLES version supported on Android. This metric is recorded once per GPU process startup. It is currently reported only when not on ANGLE due to complexities in obtaining this information for ANGLE: We want the precise maximum version, but ANGLE reports the exact version that the client requested and Chrome never requests > 3.0. As the metric is simply to give us an idea of the distribution of devices across 2.0/3.0/3.1, measuring it only when not on ANGLE is unproblematic. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
