[iOS][QD] Attempt to deflake testInactiveTabsForDeletion

In testInactiveTabsForDeletion, the deletion was hanging causing the
test to fail. In this CL, we attempt to fix it by scoping the deletion
to only the tabs, has DBD is known to sometimes hang in egTests if
history is deleted.

This CL also adds a few checks to the QDMediator to ignore some UI
updates if a deletion is ongoing.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
