[BCIV] Fix white toolbar bug We assumed all tab switches/interactability changes resulted in the toolbar being locked for 3 seconds, but this was not true. Fix this by not listening to onInteractabilityChanged, but on hide/show instead, and updating the OffsetTag based on the current visibility constraints instead of assuming the controls start out as being locked. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
