Remove some ADM functions from the PDM

Removes GetProfileByGUID(), IsCountryEligibleForAccountStorage(),
MigrateProfileToAccount(), GetProfilesFromSource(),
GetProfilesToSuggest() and GetProfilesForSettings() from the PDM.

crrev.com/c/5473633 mass renamed most of the calls. This CL makes the
remaining manual adjustments mentioned in that CL description. As a
result, no callers to the aforementioned functions remain.
